The number of cases in the previous two weeks is used to calculate if the rate is increasing or decreasing.

For example on the 6th February 2021 there had been a total of 1,144,281 cases in Illinois, on the 30th January there were 1,120,528 and on the 23rd there were 1,098,527 so on the 6th the number in last week was 23,763 and the number in the previous week was 22,001. The population of Illinois is 12,671,821 so the number of cases per 100,000 in the two weeks is 187 and 173 an increase of 8.1%.
